When seagrass damage at Little Cockroach Bay prompted a proposal to ban motor boats from a heavily scarred area there, Osborne spoke out in favor of a pole and troll zone. “I have a captain’s license but I don’t have any more right than anyone else to destroy seagrass habitat,” he says.
